Agencies are refining criteria for an enterprise standard Learning Management System; Governor's Office of Employee Relations is the lead agency.
The CIO Council Workforce Development Committee has formed a partnership with Civil Service to examine several government IT workforce issues.
The Council on Universal Broadband drafted digital literacy standards for all New Yorkers. These will go to the Board of Regents for adoption.

| Activities |
- The NYS Governor’s Office of Employee Relations (GOER), in partnership with the Public Employees Federation (PEF), has approved a pilot certification-based training program. The goal of the program is to enhance the technical skills of IT professionals, build IT talent, and reduce state expenditures on staff augmentation consultants.
- E-learning licenses purchased by agencies from CIO/OFT’s consolidated enterprise acquisition is providing a cost-effective distance learning program with 24/7 access to more than 2,500 courses from desktop PCs, eliminating travel costs.
- CIO/OFT launched eLearnNY, a program that allows agencies to create, customize and share custom online course content. eLearnNY promotes multi-agency collaborations and requires only basic computer skills to author and use new courses.
- To promote an increasingly talented workforce, an interagency advisory board was created to select an enterprise learning management system. Agencies are collaborating to identify requirements for a single system to help deliver the knowledge needed today and tomorrow. Executive sponsors are GOER, CIO/OFT and Civil Service.
